As a civil litigator and business advisor, Billy practices with DeClerq Law PC. He has represented clents in employment matters; complex business and commercial disputes; environmental law matters; business formation, compliance, and partnership matters; construction disputes; employment compliance and litigation; fiduciary litigation; personal injury actions; defamation; consumer class actions; patent enforcement; securites fraud; and real property actions. He advocates for and achieves peaceful resolutions with strength, intelligence, creativity, and persistence. When a negotiated resolution is not possible, Billy has achieved successful outcomes at trial. In 2023, he secured a verdict of over $1.1 million in favor of his clients who suffered physical injuries, emotional distress, and property damages, and the judgment was collected in full. He also is an appellate lawyer, having frequently succeeded on behalf of clients in Courts of Appeal and also appearing in the United States Supreme Court.
In his private law practice, Billy and his firm have represented a broad range of clients, including small and large businesses, entrepreneurs, private individuals and Fortune 500 companies, large banking and financial services companies, real estate investment trusts (REITs), federal government agencies, pharmaceutical compnaies, healthcare agencies, logistics firms, maunfacturers, and retailers.

Billy is committed to public service through pro bono and public interest representation. He serves the Los Angeles community as a temporary judge with the Los Angeles Superior Court, as a court-appointed mediator and settlement officer with the Los Angeles Superior Court, and as an arbitrator with the Los Angeles County Bar Association Attorney-Client Mediation and Arbitration Services program (ACMAS).
In his free time, Billy finds joy as an improviser, writer, actor and comic. He has written, produced, and performed in a full-length law-and-comedy show, “Law & Disorder.” He performs original sketch and improv comedy monthly with his team. “You’re on MUte,” at the Hollywood Independent Theatre. He hosts the podcast “Laying Down the Law,” in which he and his guests analyze real legal cases through the lens of improvised comedy to educate and entertain listeners.
